Candidate will focus on Arkansas Affiliation project with an emphasis in the provider space: contracting, credentialing, provider data, and Availability/portal capabilities.
Overview
The Project Manager III will lead large-scale projects or multiple concurrent projects from inception through successful close-out. This individual will have end-to-end accountability for ensuring project objectives remain aligned with business strategy and that agreed requirements are delivered on schedule, within budget, and at the expected level of quality.
This is a senior project leadership position requiring considerably more than schedule administration and status reporting. The Project Manager III will develop project plans and estimates, establish milestones and measures, coordinate multidisciplinary teams, manage scope and resources, control costs, proactively identify risks and issues, facilitate decisions, and maintain alignment among business sponsors, customers, leadership, and project teams.
The individual will apply company-approved project management methodology and Enterprise Program Management Office policies and standards while adapting execution to the needs of each project. The Project Manager III must be capable of managing large-scale initiatives exceeding $1 million and teams of 10 or more while also effectively managing multiple concurrent priorities.

Lead significant business initiatives from initial definition through successful implementation and close-out. Your leadership will directly influence whether complex projects achieve their intended business objectives while meeting commitments around scope, schedule, cost, quality, and customer requirements.
Expand your influence beyond individual project administration by leading large-scale and concurrent initiatives, working directly with business sponsors and organizational leadership, managing multidisciplinary teams, and helping strengthen enterprise project-management practices. The role also provides the opportunity to mentor other project managers and influence the broader organization's project-management capability.

The Project Manager III will have meaningful accountability for outcomes and the authority to surface risks, recommend corrective actions, and drive decisions required to keep projects moving.
Objectives
1. Establish Control and Alignment Across Large-Scale and Concurrent Projects. Within the first 30–60 days of an assigned initiative, establish a comprehensive understanding of the business objective, scope, requirements, stakeholders, resources, budget, schedule, dependencies, risks, issues, and expected outcomes. Develop or validate the integrated project plan and ensure that milestones, deliverables, ownership, resource requirements, and success measures are clearly defined and consistent with company-approved project-management methodology. Identify material gaps between stated project status and actual delivery conditions and establish corrective actions before those gaps become significant schedule or budget problems. Success will be measured by stakeholder alignment, clear accountability, reliable project baselines, and leadership confidence in project plans and status.
2. Deliver Projects to Agreed Scope, Schedule, Budget, Quality, and Business Requirements. Throughout the project lifecycle, take end-to-end accountability for moving assigned initiatives from planning through execution and successful close-out. Lead multidisciplinary teams, coordinate dependencies, manage scope and resources, monitor budget and schedule performance, and intervene early when execution begins to deviate from the approved plan. Recommend and drive corrective actions when variances occur rather than relying solely on escalation or status reporting. Success will be measured by achievement of agreed project outcomes, timely delivery of critical milestones, management of budget and schedule variances, satisfaction of customer requirements, and controlled project close-out.
3. Proactively Manage Risk, Issues, Change, and Resource Constraints. Throughout each project, establish and maintain a disciplined approach for identifying, assessing, prioritizing, mitigating, and escalating risks and issues. Anticipate potential delays, resource constraints, scope changes, and dependencies by analyzing the work breakdown structure, milestones, deliverables, and project conditions rather than waiting for problems to become critical. Develop contingency plans and facilitate decisions with sponsors and stakeholders when corrective action or tradeoffs are required. Success will be measured by early identification of significant risks, timely resolution of critical issues, controlled change, reduced impact from preventable problems, and effective allocation of project resources.
4. Strengthen Stakeholder Confidence and Project Management Capability. Throughout assigned projects, provide business sponsors, customers, project teams, and organizational leadership with concise, accurate, and timely visibility into project health, accomplishments, risks, issues, budget, schedule, decisions, and required actions. Build productive relationships across multidisciplinary teams and use strong communication, mediation, negotiation, and leadership skills to maintain alignment when priorities or viewpoints differ. Mentor other project managers and contribute to the development and consistent application of company project-management methods. Success will be measured by timely stakeholder decisions, reduced surprises, strong sponsor and team confidence, effective team performance, and increased project-management capability across the organization.
Subtasks
1. Define the Project and Establish the Baseline. Success will be measured by stakeholder approval of the project baseline, clearly defined ownership, and sufficient planning detail to support disciplined execution.
2. Assemble and Mobilize the Project Team. Success will be measured by timely team mobilization, clear responsibilities, effective resource allocation, and readiness to execute the approved project plan.
3. Drive Execution Against Milestones and Deliverables... Success will be measured by predictable milestone completion, timely deliverables, effective team performance, and controlled schedule and budget variance.
4. Manage Risks, Issues, Scope, and Change. Success will be measured by timely risk mitigation, effective issue closure, controlled scope changes, and reduced disruption from preventable project problems.
5. Manage Budget, Resources, and Project Performance. Success will be measured by accurate financial and resource visibility, appropriate corrective action, and effective management of project performance within agreed constraints.
6. Lead Stakeholder Communication Through Implementation and Close-Out. Throughout execution and through final close-out, prepare and present accurate project plans, status reports, metrics, risks, issues, decisions, and recommendations to project teams, business sponsors, customers, and organizational leadership. Tailor communication to the needs of each audience while ensuring executive reporting remains consistent with actual project conditions.
Requirements
- The successful candidate should demonstrate a progressive portfolio of project-management accomplishments with at least five years of project and/or program management experience, including leadership of large-scale and concurrent initiatives.
- Experience should include responsibility for projects greater than $1 million and teams of 10 or more, consistent with the requirements provided in the JD.
- Candidates should demonstrate actual accomplishments involving project planning, budgeting, change management, client management, resource allocation, risk management, scope control, schedule management, issue resolution, and stakeholder communication.
- Familiarity with the PMI Guide and PMBOK is required. A Project Management certificate is strongly preferred, and PMP certification is a strong plus.
- Candidates must also demonstrate strong leadership of multidisciplinary teams, the ability to work with business sponsors and partners, experience presenting to multiple levels of management, and a history of meeting project budget, timeline, and requirement commitments.
- Experience mentoring and developing the project-management skills of other project managers is also important given the leadership expectations of the position.
Definition of Success
Within the first 90 days, the Project Manager III has established credibility with sponsors, stakeholders, and project teams and has reliable control and visibility over assigned initiatives.
Projects have clearly defined objectives, realistic plans, accountable owners, visible dependencies, appropriate performance measures, and disciplined risk and issue management. Leadership receives accurate information and meaningful recommendations rather than status reporting alone.
Over the longer term, assigned projects consistently move toward successful completion with scope, budget, schedule, resource, and customer requirements actively managed. Problems are identified early, variances lead to corrective action, and project teams remain aligned around the required business outcomes.
Ultimately, success means this individual is recognized as the project leader who can take a large, complex, potentially troubled initiative and create the structure, leadership, accountability, and decision-making required to get it successfully across the finish line.
