Overview
The Service Delivery Manager / Technical Program Manager will join a Global Professional Services organization supporting complex technology initiatives for a Transportation industry client in Dallas or San Antonio, Texas. This is a hybrid, client-facing position requiring onsite presence at the client headquarters two days per week.
The individual will lead the execution and delivery of migration, API, and cloud programs while providing the coordination, technical program leadership, stakeholder management, and delivery discipline necessary to move critical initiatives from planning through implementation and production.
This is an execution-oriented technical delivery leadership role rather than a purely administrative program management position. The successful individual must understand enough of the underlying technology and architecture to coordinate technical teams effectively, identify dependencies, challenge delivery assumptions, recognize emerging risks, and facilitate decisions that keep complex programs moving.
Working directly with client stakeholders, professional services teams, technical teams, business leadership, and other delivery partners, the Service Delivery Manager / Technical Program Manager will establish clear ownership, maintain alignment around priorities and milestones, actively manage risks and issues, and provide stakeholders with an accurate understanding of program health and delivery status.
This position is structured as a W2 contract-to-hire opportunity. Candidates must be able to work on a W2 basis; C2C arrangements are not available.
Purpose: Lead the delivery of important technology programs supporting a major Transportation organization. Your ability to connect technical execution with client and business priorities will directly influence the successful migration, modernization, and implementation of critical API and cloud capabilities.
Develop broad technical program leadership experience within a Global Professional Services environment while gaining exposure to complex Transportation technology initiatives. The role spans migration, APIs, cloud, Agile delivery, stakeholder leadership, technical dependencies, risk management, and client-facing delivery, with the opportunity to transition from the initial W2 contract into a longer-term position.
Objectives
1. Establish Control and Visibility Across Assigned Technical Programs. Within the first 30–60 days, develop a comprehensive understanding of assigned Transportation technology initiatives, including migration, API, and cloud programs, their objectives, scope, milestones, technical dependencies, stakeholders, risks, issues, and delivery commitments. Use regular onsite engagement at the Dallas or San Antonio client headquarters to establish productive working relationships with key stakeholders and gain direct insight into priorities, concerns, and delivery obstacles. Establish an effective operating cadence that gives professional services teams, client stakeholders, and technical resources clear visibility into priorities, decisions, ownership, and program health. Success will be measured by accurate program visibility, clear ownership, stakeholder alignment, and increased predictability of delivery.
2. Drive Migration and Technical Programs Through Successful Delivery. Throughout the engagement, take ownership of coordinating assigned migration and technical programs from planning through implementation and production readiness. Work across technical teams to manage dependencies, sequencing, testing, readiness activities, implementation milestones, and other activities necessary to move solutions toward completion. Proactively identify obstacles that could affect schedule, scope, quality, or delivery and drive appropriate decisions and corrective actions rather than allowing unresolved issues to accumulate. Success will be measured by achievement of agreed milestones, closure of critical dependencies, implementation readiness, and predictable progression toward required program outcomes. AI-assisted planning and analysis tools may be used where appropriate, with all resulting recommendations validated against actual program information.
3. Lead Cross-Functional Delivery of API and Cloud Initiatives. Throughout assigned API and cloud programs, coordinate professional services resources, client teams, engineering groups, and other stakeholders to ensure architecture, development, integration, testing, infrastructure, security, and implementation dependencies remain aligned. Develop sufficient understanding of the technical solution to identify inconsistencies, ask appropriate questions, recognize cross-team dependencies, and escalate decisions when necessary. Facilitate collaboration when technical ownership crosses organizational boundaries and maintain focus on the overall client outcome rather than isolated workstream completion. Success will be measured by effective cross-team coordination, timely dependency resolution, achievement of program milestones, and successful movement of technical capabilities toward production.
4. Strengthen Client and Stakeholder Confidence Through Proactive Risk, Issue, and Communication Management. Throughout the engagement, establish a disciplined approach for identifying, prioritizing, escalating, and resolving program risks and issues while maintaining clear communication with client and internal stakeholders. Use onsite client engagement to build trusted working relationships, accelerate decisions, resolve cross-functional issues, and maintain alignment between technical execution and business expectations. Provide decision-makers with concise information covering impact, options, ownership, and required actions while communicating program status accurately, including material problems and uncertainties. Success will be measured by timely risk identification, reduced aging of critical issues, effective escalation and decision-making, and stakeholder confidence in program leadership.
