.NET API Developer – CMS Interoperability
Location: Remote (U.S. Based)
Duration: 9 Months (with potential extension)
Type: Contract (W-2 or C2C)
Project Overview:
Our client (confidential - healthcare payer) is seeking a highly specialized developer to support their CMS Interoperability Mandate project. This role will focus on building, securing, and supporting FHIR-based APIs for Patient Access, Prior Authorization, and Payer-to-Payer data exchange. The ideal candidate will have deep experience with Azure Health Data Services (AHDS), FHIR R4/HL7 implementation, and .NET 8 API development within a payer or healthcare data environment.
Key Responsibilities:
- Design and develop RESTful APIs in C#/.NET 8 that comply with FHIR R4 standards and CMS interoperability requirements
- Deploy, manage, and optimize FHIR services using Azure Health Data Services (AHDS)
- Configure Azure components including API Management (APIM), Functions, and Active Directory (AD) for secure API delivery
- Implement SMART on FHIR protocols and OAuth2 authentication models
- Collaborate across compliance, security, DevOps, and product teams to ensure standards alignment
- Conduct API testing and documentation using tools such as Postman, Swagger, and OpenAPI
- Support payer data integration and interoperability between health plans and external systems
Must-Have Skills:
- 5+ years of professional experience with .NET (C#), including .NET 6 or 8
- Hands-on experience building FHIR R4 APIs and working with HL7 v2/v3 data formats
- Strong working knowledge of Azure Health Data Services and FHIR deployment in Azure
- Expertise in Azure API Management, Azure Functions, and Azure AD
- Experience implementing SMART on FHIR and OAuth2 authentication
- Familiarity with healthcare payer data and claims integration
- Excellent troubleshooting, API testing, and CI/CD (Azure DevOps) experience
Nice to Have:
- Experience with Azure DevOps pipelines for CI/CD automation
- Familiarity with CMS compliance frameworks and regulatory reporting
- Knowledge of payer systems (e.g., Facets, QNXT) or EHR integration
